In a country of 1.4 billion, an Act in hopes of prosperity,
Sought to set things right with fiscal discipline and clarity.
In the wake of politics, where failed promises are used as a tool,
Loopholes widen, and debts expand, violating every rule.
Taxation stands as the backbone of the economy, yet cracks run deep,
A tax-to-GDP ratio of just 11.7%—the superficial development makes the poor weep.
Indirect taxes crush the common man’s last breath,
While fiscal policies push millions near economic death.
Government revenues wildly fluctuate and decline,
With 6.8% of taxpayers bearing the entire fiscal line.
More than 20 years ago, the FRBM Act aimed to achieve macroeconomic stability,
Then why do we still see a half-hearted effort? The framework weakens as the Act loses credibility.
Can one imagine a tax system truly fair,
Where burden and capital have an equal share?
Will taxation be as the policies defined,
Or will the government cater to intentions confined?
It is upon you to restructure with a vision strong and clear,
Reimagining systems where true growth can appear.
Let unchecked wealth converge, and corruption lose hold—
In the end, all that glitters is not gold.

With this, we present to you the fourth committee to be simulated at SAJMUN’25,
The Council of States, Rajya Sabha—
Agenda: Deliberating upon the inequality and corruption in India’s taxation system and its impact
on economic disparities, with special emphasis on improvements to the tax structure along with
the FRBM Act, 2003.
This May,
Let no law scar secularism and deface our province.
This May,
Conceive, Concur, Convince.
